South Australia's Freight and Supply Chain Strategy
The South Australian Government has developed a Freight and Supply Chain Strategy for South Australia.
South Australia’s Freight and Supply Chain Strategy provides a vision for a commercial freight and supply chain network that is safe, productive and sustainable for the state.
The strategy sets out the outcomes that are key to the future success of the sector in supporting the South Australian economy. It provides a suite of responses and strategic actions that will guide policy, planning and investment over the coming decades.
The strategy has been developed in line with the Transport and Infrastructure Council’s National Action Plan. It follows extensive consultation with industry leaders to ensure it reflects the diverse perspectives and needs of key stakeholders and industry sectors.
A total of 22 strategic actions will in turn drive future initiatives and investment, and include:
- improving infrastructure and access to increase supply chain productivity
- planning for supply chain infrastructure to minimise the risk of disruption
- working with the industry to understand current and emerging technology and innovation developments, and supporting their use where suitable.
Delivery of the strategy’s vision will be guided by eight responses, including:
- a safe and connected network
- resilience and redundancy
- technology integration
- regulation and policy harmony.

Freight and Supply Chain Strategy Consultative Committee
In June 2023, the Freight and Supply Chain Strategy Consultative Committee was established to provide specialist advice on the supply chain and freight sector and to inform the development of the strategy. The following members were appointed by the Minister for Infrastructure and Transport:

- Sal Petroccitto, Chief Executive Officer, National Heavy Vehicle Regulator (NHVR)
- Adrian Teaha, Project Director, Australian Rail Track Corporation (ARTC)
- Kendall Crowe, General Manager, Business SA
- Cr Michael O’Hara, Councillor, Coorong District Council
- Brett Larkin, Divisional Branch Secretary, Maritime Union of Australia (MUA)
- Ian Smith, Branch Secretary, Transport Workers' Union (TWU)
- Steve Shearer, Executive Officer, South Australian Road Transport Association (SARTA)
- David Smith, Chair, Australian Trucking Association (ATA)
- Andrew Excell, Executive Director, Transport Strategy and Planning, Department for Infrastructure and Transport
- Emma Kokar, Executive Director, Transport Policy and Regulation, Department for Infrastructure and Transport
The strategy has been co-developed with industry with input from key stakeholders, including:
- the committee
- Department for Trade and investment
- Department for Environment and Water
- Primary Industries and Resources SA
- Department for Education
- Department for Energy and Mining.
Next steps
The Department is currently preparing a draft implementation plan. The plan will outline a specific program of initiatives and projects that will be delivered over the short, medium and long term.
