Rosewater Loop Project
Fast facts

Status
Works underway.

Location
Outer Harbor Greenway on Russell Street to the existing path near McNicol Terrace, Rosewater.

Funding
$1.5 million.
About the project
In 2021, the City of Port Adelaide Enfield developed a concept masterplan for the corridor to include a shared path for people walking and riding.
Funding of $1.5 million has been allocated towards the first stage of the project, and in collaboration with council, we have developed a preliminary design and landscape plans for a future shared use path.
These preliminary plans are based on Council’s conceptual masterplan and have been shared with council for further development. They also aim to explore additional funding opportunities, such as the annual State Bicycle Fund, that provides up to dollar-for-dollar funding to local governments for cycling infrastructure projects
What's happening
We're in the delivery stage of the project.
- SA Water will install water points to help keep plants healthy.
- A gravel path will be built from Russell Street to Leader Street to improve local connections, with new landscaping added.
- Two new sealed paths will be constructed to connect Leader Street and Kelmscott Street as well as Henry Street and Neptune Terrace.
- Existing sealed connection at Eastbourne Terrace will be upgraded.
- Signage will be added in areas where illegal dumping happens often and artwork will be installed with help from the local school, to build community pride and reduce vandalism.
Community engagement
We have been working with local stakeholders to form the Rosewater Loop Stakeholder Reference Group (SRG). The SRG has met three times to share their ideas and help shape the project, so it reflects the community’s vision.
The community told us their top priorities are:
- accessible water points
- a shared use path
- lighting to improve the look and feel of the area.
We’ve made good progress so far:
- We held a successful community clean-up day on Saturday 21 June 2025, with help from SRG members and local residents.
- Surveillance cameras have been installed to monitor and deter illegal dumping.
- An unused cabinet has been turned into a community storage unit.
- Clean-up of illegally dumped items along the Rosewater Loop has occurred.
- Water points are being installed, with locations chosen through SRG input.
- The soil was prepared before the community planting day on Saturday 28 June 2025.
We held a successful community planting day and sausage sizzle on Saturday 28 June 2025 at the Rosewater Loop. Members of the Department for Infrastructure and Transport, our Rail Care team, the SRG, and community members came together to plant the Loop and enjoy a well-deserved sausage sizzle.
We thank the members of the SRG for volunteering their time and gardening skills to support planting. Local schools will also be involved to create artwork at specific locations along the Rosewater Loop.
