About the project

The High Productivity Vehicle (HPV) Network includes the Eyre, Sturt, Augusta and Dukes Highways as well as connecting routes around Greater Adelaide and to Outer Harbour. This project has been identified in the Infrastructure Australia Infrastructure Priority List (2022).

The intent of the program is to maximise the efficiency of South Australia’s regional and intrastate freight network and the interstate supply chain connectivity to the north, south, east and western states and territories in Australia.

Project scope

The scope of the Strategic Business Case will include:

  • Eyre Highway

  • Augusta Highway ​

  • Dukes Highway to the Victorian border ​

  • Sturt Highway to the Victorian border ​

  • Dublin to Outer Harbour

  • connecting the Princes Highway and Port Wakefield Road – providing an alternative heavy vehicle route away from the South Eastern Freeway and Portrush Road.

Benefits

We know that the demand for freight across Australia is increasing. Improving our road network to accommodate larger heavy vehicles means we can have fewer, larger vehicles on our roads, rather than many smaller heavy vehicles.

This presents a range of cost, labour and environmental efficiencies that we are seeking to better understand.

What's happening

We are developing a business case that will outline opportunities across the HPV Network to improve freight productivity and efficiency.

The demand for road freight is expected to increase 77 percent in the years between 2020 and 2050 and it's vital we upgrade our network to meet the growing freight task.

The business case will:

  • identify future infrastructure upgrades across the HPV Network
  • outline the delivery strategy for individual projects.

Stakeholder engagement

The HPV Network project is the evolution of four Strategic Freight Studies Strategic Business Cases that were undertaken in 2022. These sought to identify the improvements necessary to allow these vehicles to operate safely and efficiently on the identified routes.

The projects comprised:

  • Greater Adelaide Freight Bypass

  • Murray Bridge to South East Link

  • Swanport Bridge

  • Eyre Highway Widening and Upgrade Planning Study.

Stakeholder engagement was undertaken to develop these Strategic Business Cases and will continue to form part of the planning process.
