The Development Industry Advisory Committee comprises representatives from the South Australian development industry, including a Chair independently appointed by the Minister. Executive Officer support is provided by Ms Anita Allen, Manager, Planning Reform, DPTI. All members are appointed for a term ending on 30 June 2019.
Helen is an experienced Non-Executive and Executive Director, Chair and local government CEO with expertise in strategy, governance and marketing both in the private and public sectors. Helen started her career as a planner in Darwin. Returning to South Australia she worked in the State planning department and the South Australian Tourism Commission. Helen concluded her time in the State Government as a Ministerial Adviser to the Planning Minister.
Post Advising the Minister, Helen spent 12 years in local government including as the CEO at both Walkerville and Mitcham.
In 2016 Helen established Holmes Dyer with Stephen Holmes with the specific intent of providing bespoke outcomes addressing client’s specific needs.
She is currently the Chair of the newly established statutory Industry Advisory Committee and is Deputy Chair of the State’s Development Assessment Commission.
Helen has a Bachelor of Arts and a Graduate Diploma in Town Planning and a Master of Environmental Laws.
Morry joined the Hindmarsh Development team in 2005 and assumed the role of Design Manager for the delivery of the $150M Flinders Link Project incorporating a multi-level parking station, and 2 corporate offices for Insurance Australia Group and Santos. Morry was instrumental in achieving Adelaide’s first occupied 5 Star Green Star building (office design) for IAG and 5 Star Green Building (As Built) for Santos. Green Star projects are considered the norm in current days but were known as trail blazing in 2005. Since then Morry has consolidated the Hindmarsh Development business in South Australia and is responsible for delivering a number of property developments that include commercial office & retail, retirement and residential projects. He brings to a project a collaborative and team approach that creates an environment for excellence. His focus on creativity, innovation, sustainability, life-cycle and future proofing is balanced with strong commercial acumen that ensures the development is delivered and remains viable for generations to come. Morry is a member of the Property Council of Australia and Master Builders Association where he has held a seat on Council since early 2016.
Scott has been involved in the property industry for more than 25 years and has an extensive background in design, design management, construction, project and development management and executive board leadership. He has been involved in a variety of roles on many substantial development projects in South Australia and the Northern Territory. Scott was previously a Principal and Executive Board Member of a design consultancy and is currently in a strategic management role at property development and construction company, Lendlease. He is a Division Councillor of the Property Council of Australia in SA.
Rebecca has over 20 years’ experience in conveyancing and property law and is currently the Chief Executive of the Australian Institute of Conveyancers (SA Division). Rebecca brings with her a range of strategic and organisational skills with specific emphasis on change management and organisational performance. Rebecca has previous board experience serving in both the private and not-for-profit sectors. Rebecca is passionate about the State of South Australia and is excited to contribute to the State’s development through her appointment to the Development Industry Advisory Committee.
Glenn Hordacre is the Managing Director of Alexander Symonds and as one of Australia’s most experienced licensed surveyors is responsible for all of the company’s projects and 85+ staff across offices in SA and Victoria.
With a Bachelor of Applied Science in Surveying and a Graduate Diploma in Spatial Information Systems, Glenn has developed extensive expertise in all areas of surveying including land development, cadastral, infrastructure, mining and engineering surveys and the application of new technologies at an operational and management level during his 30 year career.
Nathan Silby is a Senior Civil Engineer and Director at WGA with over 20 years of consulting experience. Nathan is a recognised expert in urban water management, including Aquifer Storage & Recovery (ASR), Stormwater Harvesting Scheme Development and Wastewater Reuse Schemes.
Nathan has a Masters in Business Administration and in addition to his technical skills has had significant input in local government strategic planning and business case analysis with The District Council of Mount Barker, Rural City of Murray Bridge and the Eastern Region Alliance WPE venture.
Rebecca has over 18 years’ experience in urban planning, strategy and policy development and implementation with 6 years’ experience as a senior local government leader/manager. For the last 6 years Rebecca has worked in the private sector and is currently a Senior Associate at Ekistics Planning and Design in Adelaide. Her expertise spans the areas of planning, strategy, property, stakeholder liaison and negotiation, policy development, organisational governance and community engagement. Rebecca is the Deputy Chair of the Property Council of Australia’s Planning and Urban Design Committee (SA) and a recent former Board Member of the Minister’s Development Planning Advisory Committee (DPAC). Through her various roles within the planning industry, Rebecca seeks opportunities to assist in the delivery of quality local investment in our state through facilitating efficient, pragmatic planning outcomes whilst considering the broader and local implications to the community.
Enzo is a Director with extensive experience in the construction and building industry. Having graduated with a Bachelor of Applied Science in Building, he has significant leadership qualities in business enterprise and exceptional interpersonal diplomacy for developing and facilitating relationships and building consensus. Strong management and financial control skills developed in the project management of contract and tender construction work, property management and real estate property development, including land acquisition, design and construction, sale and/or lease negotiation in both residential and commercial sectors.
Enzo is the General Manager of the Zee Group of Companies and currently sits on the MBASA council of management and Housing Committee.
Ian Marker has over thirty-five years experience in the property industry. He is CEO of the EDC Group, which includes Adelaide Development Company in South Australia and Estates Development Company in Western, and is responsible for a diverse property portfolio covering residential, retail, commercial and agricultural development and investment. Prior to joining EDC, Ian spent twenty years as a consulting civil engineer in Adelaide, Perth and Darwin working on a broad range of development and urban infrastructure projects. He is a past SA President and National Vice President of the Urban Development Institute of Australia.
