CLOSED: Proposed Linear Park (Grange to Semaphore Park – Stage 1)

The Department of Planning, Transport and Infrastructure, on behalf of the Minister for Planning, wants to hear your views on a proposed Linear Park (Grange to Semaphore Park). This Linear Park incorporates a proposed Coast Park shared-use pathway.

The Minister for Planning is proposing to establish a Linear Park under the Linear Parks Act 2006. The objectives of this Act are to:

1. establish, maintain and preserve linear parks as world-class assets to be used and enjoyed as public parks for the benefit of present and future generations
2. promote the use and enjoyment of linear parks by the community
3. facilitate the use of linear parks for exercise and outdoor activities.

This project focuses on the 4.8 km section of proposed Linear Park between Grange and Semaphore Park. As the area is divided by the Wara Wayingga-Tennyson Dunes Conservation Reserve a two stage approach has been adopted for its further investigation and consultation:

• Stage One (‘North’) - The establishment of a linear park between Third Avenue, Semaphore Park to the edge of Wara Wayingga-Tennyson Dunes Conservation Reserve – out for consultation now.
• Stage Two (‘South’) - The establishment of a linear park or parks between the edge of Wara Wayingga-Tennyson Dunes Conservation Reserve to Terminus Street, Grange - this section will be released separately for consultation in the future.

Proposed Coast Park shared-use pathway

Coast Park is a State Government initiative which aims to establish a continuous 70 km coastal shared use path (for pedestrians and cyclists) along the metropolitan coastline. The aim is to improve community access and enjoyment of our beautiful beaches.

Coast Park has been progressively implemented by State Government and local councils since 1992 and the section between Grange and Semaphore Park is one of the few remaining links still to complete.

CLOSED: People and Neighbourhoods policies

The People and Neighbourhoods Policy Discussion Paper (PDF, 11910 KB), written in partnership with Professor Emma Baker and Professor Jon Kellett of the University of Adelaide, looks at the key opportunities and challenges facing South Australia’s housing sector caused by changes in South Australia’s population. It looks at the trends and changes occurring in our suburbs, providing a snapshot in time of where we are now and an indication of what the future will look like.

Prior to the release of Phase Two and Phase Three of the Planning and Design Code (the Code), a number of documents were published in May 2019 that outlined the Commission’s policy position on Heritage and Character as well as Design in the new planning system. These documents describe how the new Code will protect our heritage and character places and how the planning system as a whole can elevate the role of design to achieve safe, functional, accessible, connected and sustainable neighbourhoods and towns. The documents are available for download below.

Since their release the Commission has been listening to community, council and industry feedback and identified a number of key improvements. These are outlined in the Commission’s People and Neighbourhoods Policy Discussion Paper released in September 2019 and included in the draft Planning and Design Code released for public consultation on 1 October 2019.

Formal public consultation on the draft Code, including the proposed policies in the People and Neighbourhoods Policy Discussion Paper closed on 28 February 2020.

CLOSED: Renewable Energy Policies

Our new State Planning Policies for South Australia emphasise the key role of planning in the establishment of energy infrastructure and the need to provide policies that allow for creative and innovative responses to energy demand and supply, while addressing potential impacts on communities and the environment.

Renewable technologies provide sources of energy that have much lower environmental impacts than conventional energy technologies. They play a crucial role in reducing global carbon emissions and the impacts of climate change, as well as helping to provide long-term energy security by lowering our reliance on non-renewables such as coal and gas.

Today, wind, solar and pumped-hydro are firmly established as the three main pillars of renewable energy supply.

South Australia is widely regarded as a national leader in the renewable energy sector, largely due to our enabling planning policy environment and natural conditions and landscape. In 2018, renewable energy generation from wind and solar sources reached 51.2% of total electricity generation. Previously, the Australian Energy Market Operator projected South Australia’s renewable power could account for 73% of the state’s total power consumption by 2020/21.

Existing planning policies now need to be updated to keep pace with new and more efficient energy infrastructure. The introduction of the Code provides the opportunity to update and improve upon our successful policies to reflect new forms of energy generation, storage and distribution and provide improved guidance regarding the intensity, location and impacts of these developments.

Formal public consultation on the draft Code, including the Commission’s proposed renewable energy policies, closed on February 2020.

CLOSED: Inspection Policies Practice Direction

The draft Inspection Policies Practice Direction has been issued under section 144 of the Planning, Development and Infrastructure Act 2016 (PDI Act) and has been informed by expert advice from the State Planning Commission’s Building Committee and other industry stakeholders.

The draft practice direction outlines proposed inspection levels and is intended to set minimum mandatory requirements that councils must comply with under the PDI Act.

Consultation on the draft Inspection Policies Practice Direction closed on 18 December 2019. A What We Have Heard report based on feedback received has now been published.

CLOSED: Lonsdale Residential Development Plan Amendment

The Lonsdale Residential Development Plan Amendment (DPA) proposes to rezone approximately 12 hectares of vacant land in Lonsdale, located between the SA Water desalination plant (Sigma Road) and residential development in Hallett Cove (Bolingbroke Road), to provide for low to medium density residential development.

The DPA will also seeks to rezone approximately six hectares of adjacent land owned by the City of Marion from Open Space to Coastal Conservation Zone to affiliate it with the broader Hallett Headland coastal reserve.

In this respect, the DPA will implement key targets of The 30-Year Plan for Greater Adelaide.

Council Boundary realignment

As the City of Marion and Onkaparinga boundaries bisect the subject land, the landowner has advised the SA Local Government Boundaries Commission of its intention to lodge an application (if and when the rezoning is approved) to realign the Council boundaries so that the entire site is within the City of Marion. This will enable a consistent approach to managing the development and into the future.

This process is undertaken via the Local Government Act 1999 and the SA Local Government Boundaries Commission and will be required to undergo a separate public consultation process before completion. Nonetheless, the public is invited to consider the matter as part of this DPA process.

CLOSED: Lot Fourteen (old Royal Adelaide Hospital) Innovation Area Development Plan Amendment

The Minister for Planning is proposing to amend the Adelaide (City) Development Plan to rezone the former Royal Adelaide Hospital site (now known as Lot Fourteen) at the eastern end of North Terrace to support an exciting and innovative business, education and research precinct that also incorporates tourist accommodation and limited retail facilities. The new policy framework will also place emphasis on cultural values and the retention and adaptation of the state heritage places.

The South Australian Government, has undertaken extensive investigations and master planning processes to determine key development directions for Lot Fourteen. The draft policy framework, now put forward for public consultation, considers the working future of the site as well as its role within the community of South Australia, particularly with regards to adaptation of heritage buildings, public facilities, open space provision and links to adjacent areas including the Adelaide Park Lands and Botanic Garden, education, entertainment and commercial precincts.

The DPA has now been drafted to provide the planning policy framework that will guide the development of the site, in alignment with the core directions of The 30-Year Plan for Greater Adelaide.

The new Plannning, Development and Infrastructure Act 2016 has introduced a number of changes to the way that building and construction is to be undertaken in South Australia, including the conversion of Ministerial Building Specifications to Ministerial Building Standards.

The new Ministerial Building Standards seek to improve the quality and safety of building work across the state and provide clearer building rules under the National Construction Code.

OPEN: City of Adelaide Minor Amendments Development Plan Amendment

The City of Adelaide Minor Amendments Development Plan Amendment (DPA) proposes to amend policy which guides over-height development in the Capital City Zone within the City of Adelaide.

The existing Principle of Development Control 21 is proposed to be strengthened to encourage higher standards of design, sustainability and contribution to the public realm. In addition, the policy will be amended to remove ambiguity and improve policy expression in relation to expectations for over-height development in the zone, and ensure the practical application of design and sustainability measures. The DPA proposes to achieve this by:

• ensuring that proposals for over-height development have appropriate regard to positive local context and are sympathetic to desired character and city form, including a transition of building heights
• refining design and sustainability policy measures to improve policy expression and ensure their practical application to over-height development proposals in the zone, while ensuring higher standards of design and sustainability and a greater contribution to the public realm than for proposals that are within prescribed height limits
• elevating the provision of affordable housing and the retention, conservation and re-use of heritage buildings and important character elements as standalone incentives to achieving over-height development.

OPEN: Devon Park Residential Development Plan Amendment

The Devon Park Residential Development Plan Amendment (DPA) proposes to rezone a site at the intersection of Belford Avenue and Bolingbroke Avenue in Devon Park from Light Industry Zone to Residential Zone – Medium Density Policy Area 73.

Entech Electronics, which currently occupies the site, is relocating to an alternative site that is more compatible with its future manufacturing directions. This has provided opportunity to amend the local planning policy framework to enable a land use that is more appropriate to its residential context. On this basis, the DPA proposes a planning policy framework that supports low to medium density residential development that will also be able to take advantage of the availability of public transport, nearby parks, schools, shops and services. In this respect, the DPA will implement key targets of The 30-Year Plan for Greater Adelaide.

CLOSED: State Planning Policies Draft

State Planning Policies are a key instrument in the modernisation of our new planning system, the scope of which is described in the new Planning, Development and Infrastructure Act 2016.

They represent the highest level of policy in our new planning system. They outline matters of importance to the state in land use planning, development and design and provide a state-wide framework that aims to enhance our liveability, sustainability and prosperity.

Importantly, the policies consider changes to how and where South Australians live and work; current and future trends in population growth; climate change; and other social and economic drivers.

As a statutory instrument under the Planning, Development and Infrastructure Act 2016, the State Planning Policies outline the planning and design ambitions for South Australia and will guide both regional and metropolitan planning and development in the future. Your input has been used to develop the final draft which has been submitted to cabinet for endorsement.

The Planning and Design Code – How Will It Work?

CLOSED: Accredited Professionals Scheme Discussion Paper

The discussion paper on the Accredited Professionals Scheme was made available for public consultation from 4 February – 30 April 2018.

The scheme will create consistency in decisions made, more transparent accountability and more choice for professionals and applicants when engaging with the development process in South Australia.

Accredited professionals under the scheme will need to meet prescribed requirements for qualifications, experience and specialist knowledge relevant to the type of work they are performing.

Your input has been used to develop the Draft Accredited Professionals Scheme via Regulations to the Planning, Development and Infrastructure Act 2016 and released for consultation in August of 2018.

CLOSED: Character Preservation Acts Review

Consultation closed 28 February 2018

The Character Preservation (Barossa Valley) Act 2012 and the Character Preservation (McLaren Vale) Act 2012 were reviewed in 2018 as required by legislation.

This legislation provides that the special character of the two districts is recognised, protected and enhanced while providing for the economic, physical and social wellbeing of the communities within the districts. It restricts the creation of additional residential development in the rural areas of the districts to halt urban sprawl to the north and south of Adelaide’s built-up area, thereby seeking to provide for continued viable farming and primary production activities.

The scope of the review involved an assessment of:

• the family, social, economic and environmental impacts of the Act
• the impact of the Act on the Councils within the district
• any changes to the district as a result of the Act
• any actions that have may have been undertaken to address any negative impacts of the Act.

Car parking in local streets in Adelaide

Consultation closed on 16 February 2018

The State Government initiated a wholesale review of car parking in local streets across metropolitan Adelaide and has worked closely with local councils to identify the causes of any parking problems and consider potential solutions.

Feedback from local residents across the Adelaide metropolitan area was sought in the following areas:

• experience of parking in your local streets
• your own household’s car use and needs
• improvements to make parking better around your home and your neighbourhood.

Community feedback was obtained via a ‘Your Say’ survey which ran for four weeks from 19 January to 16 February 2018 with 840 submissions received. Two community focus groups and a Car Parking Summit, attended by over 60 key stakeholders, was also held at the Adelaide Convention Centre in April 2018.

A What We Have Heard report was prepared as a summary of the consultation and engagement, in particular the feedback received from an online survey of more than 800 recipients. It has been circulated to all engagement participants and published on the SA Planning Portal.

The results of the survey have been used to inform the development of the Transport and Integrated Movement Discussion paper. Consultation on that paper has now closed and a What we have heard Report is being prepared.

CLOSED: Community Engagement Charter – Stage 2

Consultation closed on 8 December 2017

The State Planning Commission released the Draft Community Engagement Charter and the Guide for a formal 6 weeks consultation from 30 October 2017 to 8 December 2017.

Your feedback was used to inform the Community Engagement Charter which was formally released for operation in April 2018.

Accompanying documents also released were the Guide to the Community Engagement Charter and Practice Direction 2: Consultation on the Preparation or Amendment of a Designated Instrument 2018.

The State Planning Commission will review the performance of the Charter and Guide as it tests it in the delivery of the new planning system for South Australia. The Commission can amend the Charter at any time and must review it every five years.

CLOSED: Morphettville Racecourse Amendment

Consultation closed on 3 November 2017

The Morphettville Racecourse Development Plan Amendment proposes to amend the Development Plans of Marion and West Torrens councils to enable new land uses on surplus racecourse land at Morphettville.

The proposed policy change will enable a medium to high density housing and mixed use precinct to be developed on parts of the racecourse land including land identified by the South Australian Jockey Club (SAJC) as surplus to their needs. The DPA also affects land fronting Anzac Highway between (and including) the Junction Bar and Bistro and Morphett Road, as well as land west of Morphett Road containing tram barns, residences and commercial activities

The inner metropolitan location offers great access to transport and will cater for a range of activities and medium to high density housing options.

The purpose of the DPA is to provide a zoning framework that facilitates the creation of a new inner urban mixed use neighbourhood integrated with a new permanent tram stop and upgraded racing facilities.

The Repatriation General Hospital and Surrounding Areas Development Plan Amendment proposes to:

• rezone the Repatriation General Hospital (RGH) and abutting sites generally bound by Rockville Avenue and Goodwood and Daws Roads in Daw Park from Institutional Zone to a new Mixed Use Zone – the new zone supports the redevelopment of the subject land for a wide range of health, medical, educational, research, aged care, community, open space and recreational activities with opportunities for ancillary offices and small-scale shops, as well as accommodation focused on ageing in place, supported care, retirement living, veterans emergency housing and student living
• introduce a new statement of Desired Character and Concept Plan to guide future land use arrangements and development of the area affected by the DPA
• introduce new policy Overlays to promote affordable housing and address noise and air quality impacts for new residential development in the proposed Mixed Use Zone and adjacent the Goodwood Road transport corridor.

The West Lakes (AAMI Stadium Precinct) Amendment proposes to review the zoning that applies to the area affected at West Lakes with the view to enabling the development of the AAMI Stadium Precinct under a consistent and comprehensive suite of requirements.

This will involve incorporating the Residential Zone south of West Lakes Boulevard and land within the Brebner Drive road corridor north of the Grange Golf Course (currently within the Special Use Zone) into the Urban Core Zone.

The Southern Innovation Area DPA proposes to:

• provide opportunities for medium to high density residential (including housing for the aged) and supportive low scale retail and commercial development adjacent key activity areas or transport routes
• encourage the creation of a western gateway to Tonsley and extend the ‘high street’ environment to Marion Road
• increase opportunities for a range of housing styles and densities
• provide additional protection to the Warriparinga Wetlands.

CLOSED: Inner and Middle Metropolitan Corridor (Sites) Amendment

The Inner and Middle Metropolitan Corridor (Sites) DPA proposes to rezone a number of strategic sites or areas along important transit corridors identified in The 30-Year Plan for Greater Adelaide.

This builds upon areas already rezoned through the Inner Metropolitan Growth (Stage 1) DPAs in 2013. The proposed new sites/areas are located in the City of Norwood, Payneham and St Peters, City of Unley and City of West Torrens. The sites are proposed to be rezoned to Urban Corridor apart from two sites in the City of Norwood, Payneham and St Peters where policy revisions are proposed for the Mixed Use Historic (Conservation) Zone as well as a minor expansion of the Zone to consolidate sites.

CLOSED: Kilburn Blair Athol Urban Renewal (Stage 1) Amendment

The Kilburn Blair Athol Urban Renewal (Stage 1) DPA seeks to unlock residential and mixed use growth opportunities in Kilburn and Blair Athol by proposing the introduction of a new Urban Renewal Zone. The Zone proposes to operate hand in hand with the implementation of a new Mixed Use Transition Policy Area that contains a flexible policy basis for the long term transition of existing industrial activities to mixed use development, including residential development.

The overall approach is to provide a planning framework that is flexible enough to allow for mixed forms of medium density residential development and other uses including commercial and retail activities. As well as a framework that is responsive to changing interface and environmental impact matters, as existing industries change operations or move, and new employment opportunities are explored in the locality.

The main policy changes proposed are as follows:

• introduce a new Urban Renewal Zone that will unlock infill, residential and mixed use growth opportunities in Kilburn and Blair Athol
• deliver a policy framework that that is flexible enough to allow for mixed forms of medium density residential development and other uses including commercial and retail activities.
• also deliver a policy framework that is responsive to changing interface and environmental impact matters, as existing industries change operations or move, and new employment opportunities are explored in the locality
• implement a new Mixed Use Transition Policy Area containing a flexible policy basis for the transition of land uses, in this case, existing industrial uses to mixed use development, including complementary employment and commercial opportunities as well as residential development.

The Port Adelaide Centre Renewal Part 2 Development Plan Amendment (DPA) sought to review policies and the boundary of Cruickshank’s Corner Policy Area 38 to support a range of commercial, tourism, hospitality and community activities in the Policy Area that will revitalise this valuable area (in accordance with the Precinct Plan).
