Streets for People: Hart Street
About the project
The Department of Planning, Transport and Infrastructure (DPTI) and the City of Port Adelaide Enfield worked in conjunction to improve safety and accessibility for all road users on Hart Street and to improve linkages between Port Adelaide and Coast Park.
Hart Street is an arterial road connecting the heart of Port Adelaide to the coast. The volume of motor vehicle traffic on Hart Street (less than 7,000 vehicles per day) can be efficiently catered for with two lanes, with the resulting space now used for on-street parking and cycling and pedestrian improvements. By reducing the number of travel lanes it achieves road safety improvements for all road users whilst simultaneously enhancing the street’s appeal and amenity. This provides a balanced road environment for all road users and enhances the street environment, making it a safer and more pleasant setting for the community to enjoy.
DPTI undertook an extensive community engagement process in April and May 2018 which resulted in a number of enhancements to the project design. The works included:
- a streetscape upgrade of Hart Street including upgraded street lighting and central median landscaping.
- removal of one travel lane in each direction on Hart Street between the Jervois Bridge and Military Road.
- reduction of the posted speed limit on Hart Street from 60k/h to 50k/h to provide a safer environment for all road users.
- installation of protected bicycle lanes for the length of Hart Street between the Jervois Bridge and Military Road to improve safety for people riding bicycles whilst preserving existing parking conditions as much as possible. The bicycle lanes in the westbound direction are separated from motor vehicle traffic by flexi-posts and parked cars in a ‘protected bike lane’. Due to conflicts with driveways, the bicycle lane in the eastbound direction is separated from traffic by line marking.
- installation of kerb extensions to improve pedestrian safety by reducing crossing distances at the intersection of Hart Street and Carlisle Street.
- removal of the slip lane for vehicles on Hart Street performing left turn movements to travel south on Swan Terrace.
- installation of new pedestrian refuges to improve safety for pedestrians crossing Hart Street.
The benefits of this project include:
- a direct link connecting Port Adelaide and the coast, providing a safer street for all road users
- a walkable environment, with better access to community facilities for everyone
- safe bike lanes, with new buffers to protect people riding bicycles
- an enhanced look and feel of Hart Street, creating a healthy, friendly neighbourhood
- removal of surplus traffic lanes, delivering an appropriate, balanced road environment for everyone
- a safer road environment through the reduction in the speed limit to 50 km/h.
The City of Port Adelaide Enfield contributed to this project through the design and implementation of its landscaping components.
The project also removed Bus Stop 43 from Hart Street. The nearest stops are Stop 42D, approximately 215m east on Hart Street, and Stop 43A, approximately 240m north-west on Military Road. Alternatively, Stop 40M on Military Road is approximately 400m to the south-west.
This project formed part of the State Government’s $1.4 million Cycling and Pedestrian Safety - Improve Safety for Vulnerable Road Users Program.
