Lefevre Peninsula Upgrades Project
The northern Lefevre Peninsula is one of the key economic growth areas in South Australia. To support the development of this region, the Department for Infrastructure and Transport (the Department) is upgrading transport infrastructure in the area.
This $53.5 million upgrade will benefit local residents, visitors and workers by increasing the capacity of the road network. The upgrade will include supporting the defence expansion at Osborne, as well as other industries already established on the peninsula and improve future heavy vehicle access to the port.
Upgrades will include:
- a realignment and upgrade of the junction of Victoria Road and Pelican Point Road;
- upgrades to the Victoria Road and Veitch Road junction;
- improved bike lanes and footpaths and new landscaping adjacent to the upgrades; and
- new LED road lighting, line marking and drainage.
Targeted pavement rehabilitation works will also be undertaken on sections of Victoria Road between Oliver Rogers Road, North Haven and Indarra Street, Taperoo.
These upgrades form part of a $100 million commitment to road and rail infrastructure improvements on the Lefevre Peninsula. Jointly funded by the South Australian and Australian governments (50:50) it will support the creation of 205 jobs per year for the life of the project.
Project timing
Major construction is expected to commence late 2024 and be completed in early 2026.
Community engagement
Community engagement plays an important part of the planning, design and delivery stages of the project.
In February 2023 we released a concept plan showing the proposed upgrade and sought input from the community to help us to better understand what is important to the community.
Thank you to all members of the community who attended the drop-in sessions, provided feedback via phone and email or completed the online survey.
Across both the community drop-in sessions, surveys and email submissions, feedback indicated a strong sentiment towards minimising or removing impacts to Biodiversity Park. This included concerns regarding potential impacts to flora and fauna, including the Coast Bitter-bush and loss of green space, particularly in Biodiversity Park adjacent Victoria Road at Osborne.
The community also raised questions about the need for the road realignment and the forecasted traffic volumes. A number of people requested that information regarding predicted traffic volumes be made available at future information sessions.

Next steps
Following our assessment of all the feedback received and further to conversations with key stakeholders, we are now revising the design of the alignment of the junction of Victoria Road and Pelican Point Road.
Our aim is to minimise impacts to Biodiversity Park while still enabling the road network to function safely and efficiently as traffic volumes increase across the northern Lefevre Peninsula.
We look forward to sharing an updated concept plan, showing a new proposed re-alignment of this junction in the coming months. We will be holding further community drop-in sessions to engage on the updated concept plan as soon as this is available. This will be an opportunity to share how the design has progressed, answer any questions the community may have and to provide your feedback.
Upcoming activities
Site investigations and early works are continuing across the area. Typically, these works are being undertaken Monday to Friday between 9am and 4pm and will help to inform the design. During these times, please observe speed limits, lane restrictions and traffic controllers when travelling through the area.
